A global financial institution and one of the world’s leading banks is seeking a strong bilingual technology professional for an Assistant Vice President / Vice President – Application Control Specialist role within its International Technology – Global Payments Solutions Technology organization in Japan. This is a regional application management and control role, responsible for ensuring the stability, security, compliance, and resilience of business-critical payment systems supporting Japan and Taiwan, with close coordination across Asia.
Responsibilities:
- Provide oversight for enterprise application environments including: UNIX / Red Hat Linux platforms, Oracle databases, Middleware and vendor-managed components
- Identify technology risks, vulnerabilities, and control gaps, and coordinate remediation with development, infrastructure, and vendor teams
- Ensure technical controls meet security and risk standards
- Coordinate and track remediation activities including: Vulnerability remediation, Removal of non-permitted technologies, Disaster recovery and resilience testing, Technical recovery planning and validation and so on
- Ensure evidence and documentation are audit-ready and regulator-compliant
- Act as Change Manager and Overall Test Approver for non-material changes
- Act as Build / Environment Manager for lower environments (material and non-material changes)
- Manage Non-Production Testing (NPT) activities where required
- Ensure proper governance, approvals, and documentation across the change lifecycle
- Lead coordination during Priority 1 / Priority 2 incidents, minimizing business impact
- Communicate incident status, risks, and remediation progress to senior stakeholders
- Coordinate resolution efforts across internal and external team
- Manage cross-regional communication across Japan, Korea, Singapore, and India
- Support ad-hoc compliance, audit, risk, and governance requests as required
- Contribute to continuous improvement of application control, compliance, and operational processes
- Support Application Governance, Risk & Compliance
Required Skills:
- 7+ years of experience in technology, application management, or application control roles with 3+ years of experience managing complex enterprise technology environments
- Familiarity with the below (Hands-on coding not required): Linux / UNIX environments, Oracle and MS-SQL databases, Autosys and middleware platforms, Firewalls, IPSec, cryptography, and security controls
- Mandarin Language required

Working Hours: 9:00 - 17:30 (Mon-Fri)
Working Style: 3 days’ work in office, and 1-2 days’ work from home
