Senior Coordinator, Community Engagement & Case Coordination

Executive recruitment firm Monroe Consulting Group is partnering with a global faith-based organization dedicated to protecting people in poverty from violence and strengthening justice systems globally. Our client works alongside governments, civil society, and communities to combat human trafficking, forced labor, and other forms of exploitation. Our respected client is seeking a highly strategic, mission-driven, and influential leader for the position of Senior Coordinator, Community Engagement & Case Coordination.

Job summary
Our client is seeking a dedicated and community-focused Senior Coordinator, Community Engagement & Case Coordination to lead the implementation of community engagement initiatives in East Malaysia. This role plays a critical part in empowering vulnerable populations, strengthening community networks, and promoting safe, trusted pathways for reporting exploitation related to forced labor and human trafficking.

The Senior Coordinator will focus on building strong relationships with community stakeholders, facilitating legal empowerment initiatives, and supporting collective action that enhances protection outcomes. In addition, this role will coordinate case referrals emerging from community partners, ensuring accurate information flow, appropriate screening, and timely follow-up in alignment with survivor-centered protocols.

This position will work closely with community actors, civil society organizations, and teams in both East Malaysia and Kuala Lumpur. The role reports to the Project Manager in East Malaysia and receives technical guidance from senior caseworker based in Peninsular Malaysia.

Key job responsibilities include:

Community Engagement & Program Implementation
  • Coordinate and implement community outreach, awareness sessions, and mobilization activities that encourage safe reporting and understanding of justice processes.
  • Support community legal empowerment initiatives that strengthen knowledge of rights, protection mechanisms, and referral pathways.
  • Conduct basic community assessments and gather field insights to inform program design and advocacy priorities.
  • Ensure all engagement activities are trauma-informed, survivor-centered, and culturally sensitive.
  • Build trust with community members and partners to strengthen confidence in reporting concerns.

Networking & Stakeholder Coordination
  • Support relationship-building with local NGOs, community groups, leaders, survivor networks, and relevant enforcement agencies.
  • Participate in community coalitions and networks to strengthen coordination and information sharing.
  • Serve as the operational liaison for partners during trainings, meetings, and field activities.
  • Collaborate closely with organization’s program, legal, and casework teams to ensure consistent messaging and coordinated follow-up.

Case Referral & Coordination
  • Coordinate the end-to-end case referral process from community partners, including intake, screening, documentation, and follow-up.
  • Serve as the first point of contact for community-sourced case information and maintain regular communication with senior caseworker for guidance and escalation.
  • Guide community focal points on identifying, documenting, and safely referring potential TIP cases.
  • Maintain high standards of confidentiality, safeguarding, and survivor dignity when handling sensitive information.
  • Update and maintain case tracking systems, ensuring timely and accurate data entry.
  • Monitor progress of community-reported cases and coordinate follow-up actions with relevant teams.

Capacity Building & Training Support
  • Coordinate logistics, materials, and participant engagement for trainings and community campaigns.
  • Co-facilitate sessions where appropriate and provide post-training follow-up support.
  • Support survivor-led initiatives and promote rights-based, trauma-informed approaches across all activities.

Communication & Representation
  • Support development of communication materials such as presentations, brochures, stories of impact, and digital content.
  • Represent organization at relevant community forums, workshops, and dialogues as assigned.
  • Support the use of digital tools for community engagement, reporting, and knowledge sharing.
  • Provide timely updates to casework teams to ensure coordinated communication.

Monitoring, Evaluation & Learning
  • Collect field-level data and support monitoring and evaluation processes.
  • Assist with tracking indicators and adapting approaches based on data and community feedback.
  • Document learnings, case studies, and success stories for internal and external use.
  • Ensure strict adherence to safeguarding and confidentiality standards in all data collection and reporting.

Authority & Decision-Making
  • Implement assigned community engagement activities within approved plans.
  • Liaise with community partners and government stakeholders for coordination purposes.
  • Make day-to-day logistical and field-level decisions to support effective program delivery.
  • Represent organization at community-level engagements as assigned.
 
 

Key job requirements:
  • Bachelor’s degree in Social Work, Community Development, Human Rights, or a related field required.
  • Minimum 3–4 years’ experience in community engagement, advocacy, mobilization, or program coordination.
  • Experience working with migrant workers or survivors of trafficking is strongly preferred.
  • Experience supporting trainings, stakeholder coordination, and field-based programming.
  • Fluency in English and Bahasa Malaysia required; additional regional languages are an advantage.
  • Strong digital literacy for virtual engagement and communication.
