A Global and one of the world’s largest Insurance Service provide  is looking for a strong bilingual leader for the Assistant VP, IT Resiliency , within its Japan Information Technology Department.

Responsibilities:
- Lead and enhance all ITSM processes across Japan: Incident, Problem, Change, and Service Request Management
- Oversee and drive Major Incident Management, ensuring rapid restoration of services and timely communication to senior management and business stakeholders
- Define, improve, and maintain enterprise-wide disaster recovery strategies, technical recovery procedures, and resiliency methodologies
- Establish and enforce robust backup and recovery standards ensuring data availability, integrity, and compliance
- Identify and execute strategies to strengthen IT system stability, operational reliability, and risk reduction
- Lead DR simulations, tabletop exercises, failover tests, and post-event reviews to identify gaps and implement enhancements
- Develop and maintain resiliency dashboards, KPIs, and performance reports for leadership and governance bodies
- Ensure regulatory alignment for IT operations, including documentation, testing, reporting, and compliance audits
- Build strong relationships across business lines to understand operational needs and ensure alignment between IT services and business expectations
- Drive collaboration across Application Development, Infrastructure, Security, Data, Risk, and Compliance teams for incident response, systemic improvements, and enterprise-wide resiliency enhancements
- Manage vendor and partner relationships, ensuring accountability, performance, and adherence to recovery SLAs
- Build, mentor, and lead high-performing ITSM and resiliency teams with a culture of accountability, continuous improvement, and operational excellence
- Ensure the team is capable of driving root-cause analysis, problem management, and long-term resiliency enhancements

Required Skills:
- Minimum 5+ years of hands-on experience in IT Resiliency, Disaster Recovery, Business Continuity, or IT Service Management in a large enterprise 
- Strong ITSM expertise (Incident, Problem, Change Management) and experience leading critical incidents
- Experience developing and managing RTO/RPO standards, DR plans, and backup/recovery strategies
- Solid understanding of enterprise infrastructure, cloud technologies, security, and modern resiliency tools
- Skilled in root-cause analysis, risk assessment, and operational troubleshooting
- Prior experience working with cloud platforms (AWS, Azure) and modern DR solutions is highly desirable
- Excellent verbal and written communication skills, with ability to communicate complex issues to both technical and non-technical stakeholders
- Experience managing vendors, global partners, and cross-functional teams

Working Hours: 9:00 - 18:00 (Mon-Fri)
Working Style: 3 days’ work in office, and 2 days’ work from home
Holidays: Saturday, Sunday, National Holidays, Year-end and New Year Holidays, Paid Holidays
Services/Benefits: Transportation expenses up to 20,000 yen per month, plus Paid leave, plus social insurance (health insurance, welfare pension, and work-related accident insurance), Periodic health examination, and Employment insurance
